Improved !go/!goto Teleporting

Added the !goto command in MPFAPB.dll plugin instead of having it rely on Brenbot.

You can now teleport (use !go <player> or !goto <player>) to players who are inside vehicles.

When you did a successful teleport it will also automatically unstuck you now so you don't have to type !stuck anymore.
